Chili is meant to be slopped into bowls, sprinkled with cheese, dashed with tabasco, mopped with a piece of corn bread, and enjoyed with great sweating relish. It is not intended to be compacted into pie form. Hence you suspect this is just slightly peppered ground beef held together by some inscrutable binding agent. Elmer’s Glue might figure in the recipe.
